The main contribution for Atlantic Ocean quiet tropical weather is number one, the Saharan African Layer (SAL). This massive dry air in Atlantic Ocean is preventing any convection activity for the thunderstorms in the western Africa coast to start organizing or forming a strong low-pressure system. The second reason, there is a low pressure starting to spin in the Atlantic Ocean with the dry air and some thunderstorms coming from the Venezuela coast.

But, there will be other factors that will prevent any significant system from this low pressure. For the third reason, off the coast of the Central America countries, there is a disorganize cluster of thunderstorms trying to form into a tropical storm. There will be some dry air surrounding the thunderstorm that might prevent it to become into organized tropical storm.

There will be a lot of wind shear circulating around in the Atlantic Ocean that will prevent any tropical storm development for number one and two. For number two, it will be too weak to face this amount of wind shear with lack of thunderstorms coming from the western Africa coast.

The sea surface temperatures need to exceed more than 26 C (78.8 F) degrees for any tropical weather to happen in the Atlantic Ocean. Once the wind shear starting to clear up near the western Africa Coast and Southern part of Atlantic Ocean in the northern hemisphere.
